Very interesting this - the SR "River" class 2-6-4Ts as first built achieved notoriety in August 1927 when at Sevenoaks a serious derailment occurred on a bend at speed, causing the loss of life of 13 passengers and 61 injured. Ascribed to an inherent design fault, the whole class were later rebuilt as 2-6-0 tender engines. That being so dates this photo around that period.
